Following the publication of the Milburn Interim Review on youth unemployment, I attempted to bring the Minister back down to the real world in pointing out the link between squeezing businesses so hard in the tax system that they can’t afford to take on apprentices and young people. His answer continued to dance on the head of a pin around NI rates for under 21s. It’s the whole of the squeeze on business that’s the problem that makes the incentives still unaffordable.
