During a session on the Government’s Media Green Paper, I urged the Culture Secretary to be cautious about any timetable to turn off terrestrial television to a TV over IP solution. Whilst potential dates are still a long way off, technology roll out can and indeed has left people behind. Before any switchover happens, it is essential absolutely everyone has reliable and fast enough broadband - and that means more than just accepting what the statistics say, but actual quality of service.
